Deacon Vyacheslav Ostanin, president of Ichtus prison ministry in Novosibirsk, Russia, serves Christ the Savior Lutheran Church in Novosibirsk by reaching out with Christ’s love to prisoners, many of whom are sick with diseases such as HIV and tuberculosis, which runs rampant in the penal colonies. Christ the Savior Lutheran Church is a congregation of the Evangelical Lutheran Church of Ingria in Russia (ELCIR), a sister church of the LCMS.
Through the support of the LCMS in the past years, he has distributed Bibles, food, clothing, and other humanitarian aid among the prisoners and their family members directly and by mail. He also has conducted discussions about the Christian faith with the inmates and assisted those discharged by helping them find employment and a place to live.
Deacon Ostanin leads Bible classes and Sunday services at Christ the Savior Lutheran Church for former prisoners and has established a Christian library at each correctional facility he visits, all are located in Novosibirsk.
A special focus of his ministry has been the efforts to establish a halfway house for released convicts in Novosibirsk. Deacon Ostanin says, “I can’t thank God enough for making this possible! And I would like to thank all the people who have donated money for this important work! We dreamt about this for a long time and now we have already started to accommodate inmates while continuing to make improvements in the house and on the attached land.” Currently the halfway house accommodates two inmates and expects more in the future. The house has planted some potatoes and vegetables.

In another area of ministry, Deacon Ostanin reaches out with God’s comfort and humanitarian aid to children and teenagers in medical institutions, especially hospitals accommodating children with tuberculosis or are HIV positive. Many children come from troubled families, with parents serving prison terms or they were simply abandoned by their families. For nearly 200 children in the institutions, Deacon Ostanin and his assistants collect donated clothes, shoes, and toys, organize concerts and bring extra snacks.
